Yes, the recommended safety measure is to almost completely deplete the contents of the fuel tank (cars in particular) as this helps comply with weight restrictions as well as safety regulations of the vehicle carriers. Roughly a liter would suffice for loading and unloading activities.
We do not recommend placing personal items on the vehicle due to safety and regulatory policies. You do so at your own risk if these items are claimed to be safeguarded.
